Sticky button for switching languages in the panel

For sites with a lot of translations, something that would help the workflow is if the language button could stick to the top of the screen, rather than scroll away.

Ideally it would remember the translators scroll position in each language. This way they could flit between different translations very efficiently.

A suggestion like #77 would likely supersede this.
