Add an "Add" button for empty layout fields

Unlike other similar fields, the layout field doesn’t have a visible “Add” button when the field is empty. Leaving new users to figure out that they have to click on the “No rows yet” text to add a new layout. (See first screenshot).

Maybe, (A) like other fields, an “Add” button could be added in the top right, which would always add new layouts to the top. (See 2nd screenshot for mockup).

Or, (B) the empty state could display the “+” icon below the field, as it’s displayed for non-empty fields. (See 3rd screenshot for mockup).

(Also, perhaps the default empty text should say “No layouts yet”, instead of “No rows yet”??)
