Language variables permissions

Since K4, editors can now edit language variables via the panel (awesome feature 🎉), but I miss more granular permissions to e.g. not let editors mess with languages or language settings.

On my setups this is usually admin-only (or sometimes even dev-only) territory. If editors have access to these settings and can add/delete languages they can easily be confronted with unexpected issues on the site.

I’ld love more granular permissions to only allow admins to “manage” languages, but to allow editors to edit the variables.
