Image/file template navigation in panel

When navigating files in the panel, I would like to have the option to allow for navigating between files with different image templates using the left/right navigation.

Currently the navigation is limited based on the image template, so you can only click through a group of images if they have the same template.

However, in the case of having a Files tab, which allows users to have an overview of all the files uploaded to the page, it won’t allow navigating between each file unless the image template for each file is the same.

This isn’t very practical, as often multiple file templates are required to allow a user to add different image captions based on the file type, or if the file is uploaded as through a specfic field, or through blocks.

Allowing a user click the navigation to see the next image or file, regardless of image template, will allow a more intuitive way to quickly navigate and add captions to all files.

If limiting the navigation to image templates is important, perahaps a filter can be added which allows a user to navigate between all image templates, or only specfic templates.
