Section layouts as pluggable components

Sections come with four default layouts: cards, cardlets, list and table. It would be great, if these options could be extended via plugins similar to how we can add other UI components to the panel.

This would allow plugin developers to create additonal layouts without having to replicate everything the core sections already provide.
